Course Name: Marine Engineer Class 3 Certificate of Competency (MEC3)

Eligibility: You may be eligible in either of the conditions stated below:

  • Normally MEC3 applicants should have already attended a Maritime New Zealand approved training course and have
    done atleast 6 months service at sea. The sea service must have been on commercial vessels with engines of 750 KW
    or more and operating beyond restricted limits. Atleast 4 months must have been as an engineering watch-keeper.
    Students with a 4 years degree course in Mechanical, Marine, etc., may be eligible in this category.
  • Alternatively, you may still qualify without having formal training, but you must be able to show you have done atleast
    42 months of sea service. The sea service must have been on commercial vessels with engines of 750 KW or more
    and operating beyond restricted limits. Atleast 4 months must have been as an engineering watch-keeper. Oilers,
    Fitters, etc., who do not have any formal academic training qualifications may become eligible in this category.

During your sea service, you must have completed an approved Engineer’s Training Record Book. The following Training
Record Books are acceptable:

  • UK MNTB Training Record Book
  • ISF Training Record Book for Engineers
  • Indian Training Record Book approved by DG Shipping
  • New Zealand Training Record Book

Course Dates: May 2012

Course Duration: Approximately 4 months

Please note that STCW 95 advanced courses from India are not acceptable in New Zealand. Hence, these courses have to
be done compulsorily in New Zealand only. Also, to be eligible to do the AFF course in New Zealand, you need to have done
the AFF course in India as well or else you will need to do the Basic Fire Fighting course in New Zealand which will be a
costly affair.

Please note that there are no exemptions from the Science 1 & Science 2 course irrespective of your academic qualifications.

Accommodation: Food and accommodation expenses / month on a conservative estimate will be about 25,000 - 30,000 Rs/-

  • The nearest accommodation is the Sailors Home which costs approx NZD $126.00 per week PLUS food and
    expenses.  It is located 100 metres from the college.  They can be contacted on phone + 64 9 373 4351. This is a
    single room with shared facilities and shared cooking facilities.  No food storage is available so you would need to
    possibly purchase each day or if staying long term you may need to hire or purchase a small refrigerator for storage
    of fresh foods.


  • Alternative accommodation, which some students use, is the Railway Campus, which is approx 10-15 mins walk from
    the college.  This costs approx NZD$200.00 per week PLUS food and expenses. This is apartment type
    accommodation with a cafe on site along with meal deal options i.e. you pay a set fee and they supply breakfast and

Admission Procedure: Please send the following documents (notarised copies) to us by post / email at the earliest:

  • NZ Maritime School application form correctly filled out (we will email this form to you)
  • Passport 1st & last page copies
  • CDC first page photocopy and all ship stamping pages photocopies
  • Educational qualification certificates (BE, Diploma, ITI, Trade Certificate, Class XII, etc.) photocopies
  • E/R watch-keeping certificate (sea-service testimonials) for 6+ months given by Chief Engineer.

After we have received your documents, the following procedures will be undertaken:

  • Your application form and documents will be sent to NZ Maritime School (Manukau Institute of Technology). If the
    college accepts your application, you can expect the conditional admission letter in about 3 weeks time.
  • After receiving your admission letter, we will now assist you with applying for an eligibility from Maritime New Zealand.
    The eligibility process will take about 30 days time. It is strongly advised that every student should apply for his
    eligibility before joining the college. The student will need to pay the eligibility fees to Maritime New Zealand and all
    documents being sent has to be attested by a notarised public.
  • After receiving your eligibility from Maritime New Zealand, you will now initiate the visa application process.
  • The visa processing time is approximately 4 weeks. You will need to show about 1,000 NZ$ / month as living expenses
    for the visa apart from the tuition fee paid in full to the college. There is no IELTS English Test requirement for the
    New Zealand visa as per the present existing rules for the marine courses. Once, you have got an in-principal visa
    approval, you will be asked to remit the total tuition fees to the college. On showing proof of payment to the NZ visa
    office, your visa will be stamped in about 5 working days.

Eligibility application to Maritime NZ: The following documents need to be sent to Maritime NZ to apply for an eligibility.
Certified copies of the documents only will be accepted. You can get the copies certified by the notary public.

  • The SEAFARER LICENSING Application Form (15088) – remember to sign in both boxes on page 3 (we will email this
    form to you)
  • 4 passport size colour photos (30.5mm x 40.5mm)
  • DD of NZ$ 523.38 in the name of "MARITIME NEW ZEALAND". If you face any difficulty in making this Demand Draft,
    please contact Mr. Pradeep Tambe from Cox & Kings, Mumbai at 09819058853 who will help you out.
  • Passport 1st and last page notarised copies
  • The “Fit and Proper Person” form including the “Consent to Disclosure” (we will email this form to you).
  • Character reference – this information is usually contained in the discharge certificate issued from the ship (C/E
    Testimonial)
  • Employers reference (C/E Testimonial)
  • Seafarers medical certificate (ILO 147) and colour blindness test. You may contact Dr. Ranbir Singh in Mumbai,

    for the same. Please also attach the colour blindness test certificate.
  • CDC notarised copies
  • Summary of Sea Service (we will email this form to you)
  • Training Record Book notarised copy
  • A letter from the candidates local police station stating that they have no record of his having any criminal or traffic
    offenses against him. This is normally obtained from their area police station and the fee is INR 150

The processing time for eligibility is about 30 days.

The return fare i.e. to & fro is in the range of 65,000 - 80,000 Rs/-
