The following is the procedure for Electrical Officers (E/O) with 3 yeas Diploma in Electrical / Electronics Engineering to give their Engineering Officer of the Watch (EOOW), earlier called as Class IV, examination at Warsash Maritime Academy, Southampton, UK.
The Electrical Officer must have a Diploma in Electrical Engineering / Electrical and Electronics Engineering as an academic qualification. The MCA may accept other similar qualifications in Electrical Engineering also on a case to case basis.
The Electrical Officer must have completed atleast 24 months on Merchant Ships as a full Electrical Officer (and not trainee or assistant Electrical Officer).
After completing atleast 24 months as an Electrical Officer, the applicant should get a STCW III/4 Watch Rating Certificate from a White List approved Maritime Administration for e.g. India, Srilanka, etc. If it is not possible for Electrical Officers to get the STCW III/4 Watch Rating Certificate from the MMD India, they can get it from another White List country also for e.g. Srilanka. You may contact an institute in Srilanka by the name CINEC (www.cinec.edu / telephone number: (00 94 11 2413500). To get this certificate from Srilanka, the all inclusive cost involved would be about 30,000 Rs/- and the time taken would be about 1 month.
After getting the STCW III/4 Watch Rating Certificate, the applicant will apply for a Letter of Initial Assessment (LIA) to the MCA. The time required to get the LIA from MCA, UK would be about 1 month and the cost involved is 57 GBP. We would help you out in this procedure.
Once the applicant has received his LIA, he will apply for a MNTB Training Record Book from Warsash Maritime Academy, Southampton, UK. The time required for this would be 1 month and the cost involved would be 575 GBP.
Now the applicant needs to sail for 12 months as an Engine Rating or Junior Engineer (and not as an Electrical Officer). During this 12 months of sea service, the applicant will complete the MCA approved MNTB Training Record Book. 6 months out of this 12 months must have been spent as first assistant to the engine watchkeeper and associated with watch keeping duties.
After finishing his requisite sea service of 12 months, the applicant will go to Warsash Maritime Academy, Southampton, UK to complete his Workshop, Orals and Written examination. The expected duration of stay will be 6 months and total expenses (tuition fees and living expenses) will be 6.5 Lakhs provided the applicant clears all his exams within the stipulated period of 6 months. We will help the students with regards to UK visa, flight ticketing, introduction to other students prior departure, foreign exchange requirement, accommodation in UK, etc.

Apply for a Letter of Comparability from NARIC, UK: As a graduate engineer you will need to send your documents to NARIC (National Recognition Information Centre for the United Kingdom) for getting a Letter of Comparability from them. The cost incurred would be approximately 4,000 Rs/- + courier charges. The time duration to receive a Letter of Comparability would be 1 month approximately. The documents you will need to send to NARIC are your Degree certificate, individual semester marksheets, a letter stating why you need the Letter of Comparability (... the reason being to do higher studies in the UK...) and your postal address. Apply for a Letter of Initial Assessment from the MCA: After you have received a Letter of Comparability from NARIC, you will need to apply to the Maritime and Coastguard Agency (MCA), UK to get a Letter of Initial Assessment. The process will take about 45 days (including time for postage) and the costs incurred will be 57 GBP (approx. 4,900 INR) plus postal charges. We shall assist you with this process.
Apply for your MNTB Training Record Book and Study Guides: You will now have to apply to Warsash Maritime Academy to send to you the MNTB Training Record Book along with the study material. The MNTB Training Record Book has tasks which are to be completed on board ship during your sea service as an Engine Cadet. This record book will be later assessed when you return to Warsash Maritime Academy for your workshop training, written and oral examinations. You will have to pay Warsash Maritime Academy a fee of 575 GBP to receive the MNTB Record Book and Study Guides and this process will take 4 weeks time.
Join ship to complete your required sea time for EOOW exams:- After receiving your MNTB Training Record Book, you will have to join ship and complete the requisite sea service as mentioned in the Letter of Initial Assessment given by the Maritime and Coastguard Agency (MCA). The sea time mentioned in the LIA would be in the range of 9 - 12 months likely.
Enroll at Warsash Maritime Academy, Southampton, UK: After finishing your sea service as per the guidelines laid down by the MCA in your Letter of Initial Assessment, the candidate will now enroll for a course at Warsash Maritime Academy, Southampton. Join Warsash Maritime Academy, Southampton, UK: You will be undergoing workshop training and revision of the study guides sent to you. This will be followed by written examinations and MCA orals, successful completion of which will lead to your receiving the Engineer Officer of the Watch (EOOW), Certificate of Competency (COC). The total duration of stay in the UK will be approximately 6 months (subject to your clearing your written and oral exams in the first try) and your total expenses (i.e. tuition fees + living expenses + flight fare + visas) including would be about 6.5 Lakhs. With the EOOW, COC you can sail upto the rank of a 3rd Engineer on board Merchant Ships.
Join Ship to complete sea time requirements for Class II exams: Now you will join ship as an independent Watch Keeping Engineer Officer and will have to complete a total of not less than 18 months of sea service as per the guidelines laid down by the MCA. This sea service will usually be completed by you over three ships, each contract usually being 6 (+ / - 1 month).
Class II course at Warsash Maritime Academy, Southampton, UK:- After completing your requisite sea service of 18 months or more, you will return to Warsash Maritime Academy for your Class II examinations. The duration of stay in college will be about 9 - 10 months and your total expenses (i.e. tuition fees + living expenses + flight & visa + misc.) would be approximately 8 Lacs on a conservative living. On clearing your written examination and MCA orals, you will receive a Class II certificate of competency (COC). With this COC, you can sail upto the rank of a Second Engineer on Merchant Ships.
Join ship to complete sea time requirements for Class 1 exams:- After your Class II COC, you will now to have to complete not less than 18 months of sea service as per the guidelines of the MCA to be eligible for your Class I examination in the UK. After completing not less than 18 months of sea service, you will return to Warsash Maritime Academy, Southampton for appearing for your Class I exams.
Class I course at Warsash Maritime Academy, Southampton, UK:- The total duration of stay in UK for your Class I exams would be 4 - 5 months and your total expenses would be approximately 2.5 Lakhs. On successful completion of your written and oral examinations, you will receive your Class I Certificate of Competency (COC). With the Class I COC you can sail as a Chief Engineer which is the highest rank on Merchant Ships in the engine department.
